State legislation

AI law in America is being written state by state. These are the flagship laws the dispatch draws on — with links to the official bill text, not press releases.

California Law. Signed September 28, 2024; takes effect January 1, 2026.

AB 2013 — Generative AI: Training Data Transparency

Generative-AI developers must publish a public summary of their training datasets — number of data points, whether personal info or protected IP is in them, whether the data was purchased or licensed.

California Law. Signed September 29, 2025; effective January 1, 2026.

SB 53 — Transparency in Frontier Artificial Intelligence Act

Colorado Law. Signed May 14, 2026. AG rulemaking in progress — public comment open through October 26, 2026.

SB 26-189 — Automated Decision-Making Technology Act

§ 04 — In front of Congress

Federal bills, pending

Congress has passed exactly one AI-specific law to date (the TAKE IT DOWN Act). Everything below is still in motion — which means now is when comments and calls actually matter.

Federal H.R. 8094 — Introduced March 26, 2026, in House Energy and Commerce

AI Foundation Model Transparency Act of 2026

Would direct the FTC to require public disclosure of training data, algorithms, and limitations for large AI models — the closest thing to federal 'show your work' law in flight.

Federal S. 1792 — Introduced May 15, 2025

AI Whistleblower Protection Act

Whistleblower protection for employees of AI labs who report safety issues — mirrors the California SB 53 protections at the federal level.
